“What are ‘rules’ and why do I have to follow them?”  That may be a new concept for preschoolers.

Start with “Mary had a little lamb.”  “He followed her to school one day which was against the rules.”

Ask the children, “what are rules?”  Listen and record their responses.  Then ask the “why” question, “Why was it against the rules to have a lamb at school?”  “Why do you think it is a rule to wash our hands when we get to school.”

Then create the class rules WITH the children. KEEP THEM SIMPLE. 
    Examples might be:  Be kind to each other. Be safe. Be helpful.
