All of the districts in Northwest AEA belong to the TITLE III consortium. For English Language Learner (ELL) students, NWAEA is identified as the Subgrantee and shares in the responsibility/accountability for meeting the state standards. The following information is being provided so that each district can better prepare for this year's round of assessments.
The schedules found below should be used to evaluate district progress in meeting the Annual Measurable Academic Outcomes (AMAO) for English Language Learners. There are three measures of particular concern for districts with ELL students. Those measures include Growth in the use of the English language or AMAO 1, Proficiency or AMAO 2, and the reading and math scores (AMAO 3) from the Iowa Testing Program. The goal on the ITBS and ITED reading and math tests is the 41st percentile rank. The AMAO 1 & 2 targets are on a sliding scale with growth and proficiency standards increasing until 2013-2014. Remember, all three targets have to be met to be in compliance with the state standards.
Northwest AEA did not meet the “Growth Target” for the 2008-09 school year and is very likely not to have made the AMAO 3 target (the final numbers have not been generated yet). The AMAO 3 target appears to be the most difficult for the districts to meet. Having difficulty in the content areas (AMAO 3) is not just a TITLE III issue and may have to be addressed at a district level. Growth Target Schedule:
1. In 2006-2007, the subgrantee must be at a minimum of 52.9% growth,
2. In 2007-2008, the subgrantee must be at a minimum of 54.2% growth,
3. In 2008-2009, the subgrantee must be at a minimum of 55.5% growth,
4. In 2009-2010, the subgrantee must be at a minimum of 56.8% growth ,
5. In 2010-2011, the subgrantee must be at a minimum of 58.2% growth ,
6. In 2011-2012, the subgrantee must be at a minimum of 59.5% growth,
7. In 2012-2013, the subgrantee must be at a minimum of 60.8% growth, and
8. In 2013-2014, the subgrantee must be at a minimum of 62.1% growth.
AMAO 2: Proficiency – Stepped Increases
Proficiency Target Schedule:
- In 2006-2007, the subgrantee must be at a minimum of 17.5% proficiency,
- In 2007-2008, the subgrantee must be at a minimum of 18.5% proficiency,
- In 2008-2009, the subgrantee must be at a minimum of 19.4% proficiency,
- In 2009-2010, the subgrantee must be at a minimum of 20.4% proficiency ,
- In 2010-2011, the subgrantee must be at a minimum of 21.3% proficiency ,
- In 2011-2012, the subgrantee must be at a minimum of 22.3% proficiency,
- In 2012-2013, the subgrantee must be at a minimum of 23.2% proficiency , and
- In 2013-2014, the subgrantee must be at a minimum of 24.2% proficiency.
